A seasoned negotiator, Jay has drafted and negotiated more than 400 construction, design, and construction management agreements. Jay’s experience spans complex, high-value projects throughout the United States, including hotels, high-rise office towers, health care facilities, highway design and construction, shopping centers, residential developments, rapid transit rail and station projects, and solar, wind, and fossil fuel power plants. He has served as project counsel to the joint ventures that delivered the Bay Area Rapid Transit Authority’s Oakland International Airport Connector and the California Department of Transportation’s Presidio Parkway/Doyle Drive—the state’s first public-private partnership project.
